Administrator can't open user folders

I recently went to Windows XP Professional and either I'm missing something here or my Administrator account doesn't really have administrator privelages. For daily stuff, I use a profile that is a "limited user" and use the Administrator profile on an as-needed basis. When I log on as Administrator, I can't get to the set of folders for the other users from Windows Explorer (no permission). I can see them but can't open them.

What gives?

try changing item ownership

open said folder's properties
[security] tab
[[Advanced]]
[Owner] tab

check [X] replace owner on subcontainers..

if not here then go up on directory level and try again

Thanks - I'll try that.

I found a couple of articles on the Microsoft site saying that the "local Administrator profile" is for use in safe mode. Another article says that you should set up another profile with Administrator privelages. They don't come right out and say it but it sounds like you're supposed to use this other Admin profile whenever you need that level of authority.
