Rarely do I praise image thumbnailing software, but ARLES is the BEST I've ever used. And believe you me I have tried many-a-package looking for the least irritating.
While it's name smacks of Visual Basic ilk it's by no means irritating in any degree.
Arles Image Web Page Creator 5.1 is as flexible as it is powerful.

30 day trial versions of each are available from the respective producers.
In paint Shop Pro your task would be accomplished by
[Image] .. [[Resize...]][*] Actual Print Size
then specify either the printable image dimensions or adjust the resolution.
