Setting different user access levels

Hi..
I would like someone to tell me if this is possible or it isn't..I have been trying everything.

I am using Win XP Pro.
I have created 3 users (user a, user b, user c)
Now this is the bit i am stuck on :
I want to install MS Word, BUT only user 2 and user 3 will be allowed to access this?????

Is this possible ??? if yes how???

If you have 3 accounts then you can install MS Blablabla for user 2 and 3 from within their accounts... User 1 would never access it...

You see Windows is a very bad multi user OS. Any unix variant beats it bad...

You can install something to only be for a certain user but any other user can go into the other users files and run the program and stuff.

Linux and other unix like OSes are brilliant at this, they can set permissions to let certain users be able to read, or write, or anything like that.
