big problem ... can any one help ??

hi evey one
i know that's my first thread
but really i have a big problem with win xp
many progarms working with xp can't use the arabic languash
and the arabic letters appear like that
"??????????????????????"
yeah that's really
it's abig problem for me me from egypt
it's arab countrys
my languash is arabic
but win xp can't work with arab programs
and change the arabic letter into "?????????"
can any one please help me ?
