Stop web surfing on my PC

Hi newbie today and my first post.

Have broadband connected to a PC and running XP (not pro) and would like to restrict access from the PC to the internet by password only, without affecting any of the other programs that need the net. Is it possible?

We do not need to surf the web under any circumstances.

Any ideas?

Click:
Start/Control Panel/User Accounts/Change the way users log on or off/uncheck use the welcome screen/ Apply/ok/ and now each user will have to know their password to log on, which you as administrator can set.
Auto updates [eg windows and AV programs] should still function ok.
