Microsoft Audio Compression Manager

I have recently had a problem with my standard Windows sounds(startup, shutdown etc) not working. Thanks to a search here, I discovered a fix for it with included (re)installing the Microsoft Audio Compression Manager. The sounds worked fine afterwards. I just want to know what the Microsoft Audio Compression Manager is exactly. I know it has something to do with codecs which enable certain types of files to be played, but am not completely sure. I do home recording, so I wanna be sure having it there isn't gonna affect any of that. Is it a standard XP feature within sound, video and game controllers? i.e does everyone have it there? I'm a little paranoid about messing with things and how that affects other things so I just want my mind put at rest if possible hehe.

Thanks yoni - I've already seen that though, and to be honest I still don't 'get' what it does. I just want to be sure it's not gonna interfere with audio recording etc.

Anyone? Even if someone just confirms it is a normal part of sound, video and game controllers that will put my overly paranoid mind at rest.

Even before posting this, I googled it extensively but none of the info I read on it really explained it to my satisfaction. All I really wanna know is if it should be there and all is well.

Sorry for bumping this again, but as yet I still don't know the answer to my original question. I've looked all around the web and just can't find the info I want. If just one person could look into control panel/system/hardware/device manager/sound, video and game controllers and tell me if Microsoft Audio Compression Manager is in there, that would be all I need to know.
