moving PCI cards around

I want to try moving my PCI cards around because I think my TV card is getting interference from my soundcard. My question is, do I have to uninstall/reinstall the drivers in windows when switching the cards' positions, or can I just move them around without doing that?

They shouldn't be interfering with each other.

But if you do move them, you can just rearrange them (with the computer off and yourself properly grounded!) however you like. If you had to install special drivers, you'll need to reinstall when you start it up again. Windows should automatically reinstall devices for most changes.

One word on PCI slots: not all slots are equal. Although moving cards shouldn't be any big deal, you may find that one of the slots doesn't work with a particular card.

I recently had a modem that worked flawlessly in one slot and merely moving it to the next essentially disabled it. You may not encounter any problem, but be aware that it's a possibility.
