Unable to add shortcuts to task bar

I've just got a new 2nd hand laptop and have been trying to add shortcuts to the task bar but it just doesn't work.
I've tried dragging and dropping icons to the taskbar and just nothing happens. My background is in Macs so i'm afraid i'm too used to dragging and dropping things.
Ami doing something wrong or is there another way to do this?

Shortcuts can be added to the Quick Launch portion of the Taskbar but not to the rest.

If you don't have Quick Launch enabled, right click on an empty space on the Taskbar, go to Toolbars and then click on Quick Launch.

When dragging a shortcut to the Quick Launch portion, drop it when you see the vertical black placement indicator appear.
