Startup Problem!

Hi.
I just formated and installed Windows XP Pro again.
Now when I start or resrtart the system before the black Windows screen comes up, there is a black screen with a white raster at the bottom.
That looks like coming out of hibernation just without the text.
This was happend to me before when I installed a fresh copy of Windows XP, but then after a few restarts it was gone, but not now.
Does anybody got an idea how to fix that?
Any help is greatly appreciated.

Hi ... Check to see if you have the latest graphic driver install , Also did you install your chipset driver ? Are you using sp2 ? See if that helps

all the drivers are ok.
that's not the problem.
