Allowing user access to programs

Right now I have four user accounts one of which is an administrator. I have installed a program that only appears in the start/programs menu for the administrator. I would like to have other users to have access to this program. I have placed a shortcut to the programs .exe onto the desktop of another user. However when the user clicks on the shortcut the following error message appears:

Usage:

kpp.exe<filename>[command_line]

<filename> =(Required) name/path of file to load
[command_line] =(optional) command line to pass to <filename>

(c)2002-2003 random nut

What does this message mean and how can I allow other users access to this program.
