disabel windows explorer address bar?

We are trying to prevent kids from accesing the internet in a school while still allowing access to a number of programs. They login to an NT4.0 server and are using xp pro workstations. I have created an ntconfig policy to get me started and it works well. But the kids can still open up an explorer window and type in any url they want and onto the internet they go. I know about disabling the address toolbar in mmc but that is on a user basis. Any ideas? Need more info? Please help.

I appreciate the listing of software, however, what I'm after is a way to do it within either the NT policy editor or from the xp workstion using mmc or anyother built-in tool. We then want only one certain nt group to be restricted from accessing that toolbar.
