Question Small Wallpaper/Desktop/Background Problem

I work on computers, I can't figure this one out. Hoping maybe someone here will know.

Ok, the problem is, after some removal of programs/spyware/adware/viruses, the desktop wallpaper has been locked. It can't be changed, and it only displays the color chosen. The difference between this and other problems I've seen, is the fact that it is LOCKED. Nothing can be chosen or asked to be changed. I've checked some of the registry (to allow for changing of wallpaper), I've used registry defaults for Display Properties. The box is grayed out, the browse button is grayed, and so is the tiled/stretch/center option drop-down. Any opinions?

I can't seem to figure this one out.

Run a system restore before this problem occured and see if that corrects it.

Well, Actually you could run gpedit.msc to set some rules in your system... gpedit.msc is not available in Home edition..

Click Start/ Run and type "gpedit.msc" no quotes...

Dig around... I'm at work now If you dont find the solution wait for my post later... its inside gpedit.msc

gpedit.msc didn't work (unless I over looked something in there.. Mind exploring it and giving me a run through)

try the link I put it, read through it and it will provide you with a link to download a file that will fix the problem.
