Hi I've been trying those administrative programs and I finally ended with File protector. The administrative programs are good but too basic. I'm not saying that File protector which is a program to protect files and folders is doing better administrative work than the other but it is very useful to restrict aplications to run, hidding folders, files, HDDs, etc... You should install it in the User account you want to modify. You don't even need to hide it cos' the program protects itself and cannot be removed, or open without a password. I personally prefer to hide it and play hide and seek with the users in my workspace. As a security feature I have prevented users from running exe files, open the command prompt, etc. Unfortunatly the system is not 100% safe cos' there are good challenged guys in the place where I work that have broken down the "security"... So nothing is a 100 % secure but you can try the "File Protector" to see how usefull it could be for you.
Hope this help
