Yes you could limit the access to the programs to other users through local computer policy.......but honestly it is not as simple as it sounds....I would suggest you to use this software..-> Access Administrator:

The above program will help you do basic admin work, but I'm not sure if it does what you're asking. You want to disable certain programs that a user can download? You imply that you would be the one that specifies which programs are undownloadable, and that would be inefficient. Your best bet is to get good antivirus and antispyware programs.

If this doesn't work out for you, get a program that blocks certain websites (usually called parental control software) and disable the sites that the user is getting programs from.

Hi ... You could also try to use this program which blocker spywares and it control your host file which you could add the sites that you do not want the person to be able to load , Just hide the program so the person can't located , here is the website below

Hi I've been trying those administrative programs and I finally ended with File protector. The administrative programs are good but too basic. I'm not saying that File protector which is a program to protect files and folders is doing better administrative work than the other but it is very useful to restrict aplications to run, hidding folders, files, HDDs, etc... You should install it in the User account you want to modify. You don't even need to hide it cos' the program protects itself and cannot be removed, or open without a password. I personally prefer to hide it and play hide and seek with the users in my workspace. As a security feature I have prevented users from running exe files, open the command prompt, etc. Unfortunatly the system is not 100% safe cos' there are good challenged guys in the place where I work that have broken down the "security"... So nothing is a 100 % secure but you can try the "File Protector" to see how usefull it could be for you.

Hope this help

That sounds pretty secure, but the main thing that you want to disable is the "Run..." window. That will keep them running commands.
