Desktop Icons Locking and Protection

Can you help me be able to lock my desktop icons and prevent them from being deleted?

If I were to use a software it would be better to be a free one because we are going to use them on internet cafes.

What I meant is that icons in the desktop cannot be deleted or changed in arrangement or position.
