app to test CPU speed?

Do any of you know a good free app to test the speed of my
CPU? It's a P4 2.7 Ghz running in a Dell Poweredge SC420. I've used BCM diagnostics pro, and when you pull the system info it comes up as 2.7 gigahertz, but when you do a cpu test on it, it only tests at like 800Mhz? What's the deal? Any ideas?

Also, any good free apps to test the speed an benchmarks of my graphics card?
