Thank you so much for the explanation. Likewise for the advice...one always hears "don't go near the Registry," and I'm sure with good cause. I've also heard people say before, "back up the registry entry (if that's the right term) before deleting," but, of course, I had no idea how to do that. Now I understand what it is, how to preserve it, and how to remove it. I truly appreciate the help.

XP users can backup the registry before making changes by creating a restore point in "System Restore".

winmorgan, you get to HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte
rnet Explorer\Control Panel by running regedit32.

I did a google on my problem, same as the originator, and found this forum. Thanks for all the info, my problem is solved and I might have found a way to stop others from changing my settings.
Firts, I took kernalmojo's advice, see above, and changed the name of the key and that solved the problem. I changed my homepage, and renamed the key to the original and my homepage stayed as I want and is now greyed out...fantastic !
Then, wanting to learn more, I took Griblit's advice, see above, and changed the value of "Homepage" from 1 to 0 and noticed the option to change homepage was no longer greyed out....so that is the prime culprit. Well, learning that, and having my homepage set where I want, I changed the value back to 0.
Will this stop some other hacker from changing my homepage, again????

Thanks to Esaladuane for the tip. My hat's off to you. I run both windows xp home edition and windows 98 and recently installed spyboot. Great program, however it disabled the IE>tools>internet options on the tool bar, as a recommended protection. OK, you can still get to Internet options thru the control panel, but if you want access via the tool bar you have to uncheck (2) boxes in spyboot>immunize, scroll down to recommended options and uncheck the box>lock IE control panel, etc, and IE start page, etc, to restore that feature. They both work for me. Have a great day and thanks to everyone for their input.

Followed the regedit to HKEY path, changed the values and, Great, Thanks. BTW, I found this forum and thread through a Google search with my error message in quotes. Isn't the 'net cool?

IE6 restriction
i went to HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte
rnet Explorer\Restrictions and changed homepage and nobrowseroptions to 0. i also dont and never used spybot or anything like that. i still cant go to tools>internet option. it says this operation has been cancelled.... anyone know what to do?

Problem with RUN
Hi,
I stumbled across this when i was searching for a solution to a similar problem discussed here.
I have the home page address box in internet options greyed out and i am not able to run the command prompt. When i press the combination of "WIN+R" keys to get the run program prompt, i get the message "This program has been cancelled due to restrictions in efect on this computer. Please contact your system administrator". I have the admin rights to th PC as it is my personal one.
Anyone know what to do about this?

same error messege
I have the same error message, "This operation has been cancelled due to restrictions in effect on the computer. Please contact your system administration." I can not access run, control panel, clock and desktop properties. I can go into safe mode but same error message. Is there another way to get to user account so i can delete or create a new user account?

Tried all the fixes suggested here, then did some more research. If you have recently installed, then uninstalled Firefox that could be the problem. Go to IE, click on Tools, Internet Options, Programs, then make IE your default program..... this worked for me!

Same problem opening Firefox
I am getting this same error message when trying to open Firefox. I looked for a similar registry key for Mozilla, but couldn't find anything. Any suggestions?

change in registry
i have make changes in RegEdit in the following path
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion \Policies\Explorer\RestrictRun and also create Dward Restrict Run and set value 1. now i cannot run any application through my login. can i reset the registry. please help me.
