If someone could please help me, I would much appreciate it!
Since couple of hours ago I have the same message (This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator ) when I try to open hyperlink from Word in Opera Browser (I use Microsoft Office 2003 and Opera 7.5).
I tried to change some things in regedit, (also, things which was mentioned here) but with no luck).
Before I got this problem, I installed new Opera and then uninstalled it to bring back the old, currently in use.
Thank you everyone in advance for your help!!!

Windows vista, email hyperlink, restrictions in effect on this com....
Had this problem with Windows vista when trying to click on hyperlink in emails. I Read this forum but nothing here seemed to work. Dont like changing registry settings so didnt do that. There was one solution in this forum which was close to solving the problem, but didnt work for me. I found a fix on another web site which is so simple, thought I would help others with this similar problem. Tried changing default browser through tools, options, programs, with no luck. Still couldnt access hyperlinks. This is what did work for me.
Click on Start menu.
Click Default programs
Click on 'set program access and computer defaults'
Click on the 2 down arrows on right side of screen next to 'custom'
Under 'choose a default web browser', click 'INTERNET EXPLORER'
click ok
Make sure you see a box telling you settings are being changed, if not try again, I had to do this twice.

Another solution
I don't know how to do the HKey thing but I found that restoring my computer to an earlier date solved the problem. Before I could not open a link in an email message, now I can.

Thanks! Angel.
That did the trick for me as well. I had installed Goggle Chrome and then uninstalled it because made browsing very slow to the point of being useless. They should post a warning or reimburse people for their lost time, although we all know neither of these will ever happen.

I am sorry but I cannot refrain, as an ex-Mac-ite who was forced to switch to Windows, from commenting on all the crap one has to go through just to rectify all the crap that the very existence of Windows has brought into being and continues to generate like some foul algae on steroids. Gates should have been liberated at birth. What a *royal* and totally unnecessary pain all this stuff is.
Despite my carping, heartfelt thanks to all who posted to this, and, in my particular case, for the SpyBot fix.
Best,
Win
P.S. Would someone be good enough to tell a Windows imbecile how to locate the file others referenced: "HKEY_CURRENT_USER\Software\Policies\Microsoft\Int e
rnet Explorer\Restrictions"? I don't know where these things live in Windows and, of course, a search for a file containing the name "HKEY" produces absolutely no results. I don't need the file now as the problem is fixed via the SpyBot pref, but I'd like to know where it lives for future reference. Thanks.

After installing Google Chrome browser, I got this issue also after I uninstalled it...didn't much care for it... Fix: reinstalled Google Chrome, selected it as my default browser and opened Outlook. All email hyperlinks worked fine. As a check, I closed Chrome, closed Outlook, and opened IE8. When asked if to make it the default, selected YES. Opened Outlook and tested email hyperlinks. All worked fine...no more message and am back to IE8 as default. The Registry mod posted didn't work. Vista Home x64.

As an add-on, none of the other 'default' resets worked either in Vista-64. To verify it was Google Chrome-related, I imported my Outlook .pst file to my laptop (no Chrome there) and all email hyperlinks worked from the same emails.
Google needs to fix this...have sent them info from my issue.

solution
This problem usually happens when you instal other browsers ( like google chrome, fire fox) and uninstall them. Atleast it happened to me after uninstalling google chrome.
Fix.
Uninstall google chrome
download fire fox
set as default, run fire fox and see hyperlink works
change default to IE 8 or 7, run to see hyperlink woks
Uninstall firefox.
Your hyperlink from office should work fine
I think problem is google chrome and other similar browsers..*** up the registry. Get fiefox to fix the problem caused by google chrome to internet explorer and dump firefox

My Fix
I found out what was ailing my machine and thought I would share with you guys.
1st - I installed Google Chrome (which became the default web browser without authorization, i might add).
2nd - I found out that there are still some bugs with it so I uninstalled it.
3rd - I realized that no links worked in all of Microsoft's programs (Outlook, Word, Excel, etc).
4th - I began tinkering with system settings, tweaking reg settings, etc....to no avail.
5th - it dawned on me to check if IE7 was still my default browser. It wasn't so I changed it back to the default browser (IE7)....
6th - now everything works again.
It may not work for you but it sure did the trick for me. Hope this helps...

I saw that post too, and I felt compelled to reply (in spite of the age of the post). Let's be clear on this: the reason some people are drawn to the Mac platform is because they have no technical aptitude (i.e. - artists, CEOs, etc). In many cases, Mac users are just plain stupid and can't work anything more complex than a toaster.Fortunately, that doesn't describe most of us here.
Whenever I am forced to work on a Mac, I feel like I am at the wheel of a remote-control car with no control over where it goes. I prefer an O/S that doesn't assume I am an idiot and lets me fine-tune my experience. This is why I haven't embraced Vista and I'm still less than enthusiastic about Windows 7 despite the return of a few controls (e.g. - user access restrictions).
And yes, I do find myself increasingly drawn to Linux. Thankfully, my career is moving out of I.T. support and into web development where Linux servers are more commonplace.

User was unable to use links in Excel
Thanks to this thread I was able to resolve a coworkers problem. Normally, people in our organization are not able to deselect IE as the default browser so I knew that she must have installed something that did that without her knowing it.
I reset IE 7 to be the default. I also removed Google Gears since that was the only thing I saw that looked suspicious on her machine. I also removed Google Toolbar since that has caused problems with some of our programs.
