No control over the background

Came across this site when trying to fix problems with a desktop that displayed "spyware infection" etc . Followed all instructions given in forum, got rid of loads of stuff I didn't even know I had. Problem fixed(ish) because I still have no control over the backgroung. Display-properties tab for changing this doesn't allow any change. Is there a quick fix? Any help appreciated

To try the easiest thing first: Go to Control Panel>Display and then to the Desktop tab and click on the Customize Desktop button.

Then on the Web tab, uncheck everything, click OK. Then see if you can change the background.
