MSCONFIG access denied

I use my MSCONFIG to change start-up programs. I was trying to turn off a program recently and it gave me this error:

An Access Denied error was returned while attempting to change a service. You may need to log on using an Administrator account to make the specified changes.

I started in Safe Mode and logged in as Administrator. It wouldn't let me change settings then either. I was wondering what I could do, short of reformatting, to allow me to use MSCONFIG again.

I have McAfee and AdAware, both found nothing. I have been able to update my computer through microsoft's site and everything still functions properly (excluding MSCONFIG).

Any help would be great. If you need more information, I will be glad to give it.

Dont log in safe mode, log in as normal go to the run box and type in services.msc Thats the best way to access MSCONFIG.
