Quicklaunch not saving

Whenever i enable the quicklaunt toolbar and reboot my computer i have to reenable it it basically isnt saving. I have done scans with the following problems to make sure i have no viruses malware etc.

AVG mcafee spybot adaware avg antispyware. All found nothing of consequence.

I am using xpsp2 has any1 else had this problems also is there anyway to fix this annoyance?

thanks for the reply the registry entry that it asks to edit is already set to that of the tutorial
