Windows XP wants me to shutdown

Good day,
my problem is that Windows XP insistently shows me the shutdown options. If I hit "cancel" it shows me again. After a lot of "cancel" it stops showing.
My Norton Antivirus is updated, Spybot and Ad-Aware too, and they all performed a full system scan in Safe Mode: no problems found.

What could it be? How could I track down the problem?
