I see nothing about desktop theme, i just use a wallpaper.

Ok i will try to explain it better
This is what my desktop looks like -

There seems to be a blue border around all my shortcuts. Also when i starting windows up today my desktop loaded with a blue background that matched that colour around my shortcuts, then about 7 seconds later my wallpaper appeared like it was going over the blue background but some of the blue remain around the shortcuts ¬_¬
I also found out that i can change the colour around my desktops shortcuts by changing the colour in desktop properties like this..

I know the basics of appearance settings. They all seem to be set on default settings except my desktop background
Uhh i just noticed that when i go onto desktop properties then screensaver or settings it doesn't notice my background when it shows the example, it just shows the colour my desktop is set to. Umm when i mean by is this ._.

I've tried switching background but the problem still remains.
