computer turns back on after i turn it off

when i click start then click turn off computer then turn off it shuts down but turns it self right back on i had problom with my on board sound but fixed that but now it doing the on and off thing can any one tell me step by step on how to fix it and whats the best free music & movie download sight besides mp3 rocket,lime wire,yahoo music
