The video controller needs a driver installing before you can set the monitor resolution and number of colours to a more normal, higher value to give a smoother looking display. Unfortunately, none of the information you have posted is any good in identifying what specific driver you need.
If the PC is still using the integrated graphics chip on the motherboard and not a separate graphics card that was added by you or a previous owner, we need to know either:
1. The exact make and model of computer if it's a 'big brand' like Packard-Bell, Dell, Gateway, Compaq etc.
OR (if it's a shop-built model or DIY built model without a famous name)
2. The make and model of the motherboard inside the system case.
To ascertain the make/model of motherboard, there is a free utility called 'Belarc Advisor' from here:

Run it on the problem PC and it will generate a full report of your system.
