Windows won't start, system restore won't run in Safe Mode

Need some help.

Whenever I start up Windows, it loads to the user select screen for about half a second before going to a blue screen that reads:

"A problem has been detected and Windows has been shut down to prevent damage to your computer...check for adequate disc space...check hardware vendor for BIOS updates...etc."

I can post everything it says if it'll help.

I started the computer in safe mode, but when I open system restore in comand prompt, the window for system restore opens up, but there's nothing there. It's just blank.

The computer hasn't been hooked up to the internet for awhile, and I've just been using it in my room to type up school assignments and watch movies, so when I got this error yesterday, it really confused me.

Also, none of my icons or the taskbar appear in safe mode. Is this normal?

Just really confused and looking for some help.

I have about 50% of unused hard drive space. I did a an error check but that didn't seem to do anything.

The message I get during a normal boot is:

"A problem has been detected and Windows has been shut down to prevent damage to your computer. If this screen appears again, follow these steps.

Check to be sure you have adequate disk space. If a driver is mentioned in the Stop message, disable the drive or check manufacturer for driver updates. Try changing video adapters.

Check with your hardware vendor for any BIOS updates. Disable BISO memory options such as caching or shadowing. If you need to use safe mode to remove or disable components, restart you computer, press F8 to select Advanced Startup Options, and then select safe mode.

Technical information:

I can't get into safe mode any more either. It freezes when trying to load it.

I'm completely lost here and really have no idea what to do. Any help is greatly appreciated.
