XP Pro SP2 Freezes on Fresh Install

I recently bought a brand new EIDE hard drive to install XP Pro and seem to be running into some issues.

After the BLUE Screen i go through the partitioning and format the HD. After formating the drive windows copies files and all that jazz.

Once it gets done it restarts and the normal XP loading screen pops up. I get stuck on the windows loading screen.

THINGS I HAVE DONE:

I have reformatted 5 times and reinstalled

Swapped DIMS

Dusted out the Case.

Checked power cables & setting

Yep, I had the same problem on another pc I was working on, check out my thread here for other things I have tried as well, although none seem to work theres a few things you can try. Most namely, try running a diagnostics hd test in DOS mode on the drive, putting the IDE harddrive you are using in another pc and see if you can format it with that or try and use another harddrive all together. I have also heard it could possibly be a RAM related problem but I have done RAM tests and it all seems fine. Just a few things you can try out.

I have just changed the HD for another brand new EIDE HD. Same result
