How do I delete/move files being used by other programs?

I have this problem on occasion, and ALWAYS with EXE files. Despite the fact that I get out of the application the EXE file uses, I can't delete/move the file because "It's being used by another person or program" and of course Micro$oft is too stupid to tell me what program is using it so I can cut it out! And, as usual, the Task Manager doesn't list an application that could possibly be running the EXE file. The only way to delete/move the EXE file is to restart the computer, but I'm tired of that. Is there an easier way to do it?
