TCP/IP Problem ?

Working on a friends computer,getting error 720 ( 720 - No PPP control protocols configured. ) with a dial-up internet connection.. HP/ XP Home, 1.40 GHz, 128 MB ram, Generic 56k HCF Data Fax Modem..It will not make a dial up connection, tried to work with customer support with no luck, they had me make a new connection and went through making sure things were set right...It will do the dial up stuff, sounds like it gets to the handshaking part, then errors out. Dial-up properties - PPP , TCP/IP checked , Qos Packet checked..
I have tried resetting tcp/ip from command prompt - by using " netsh int ip reset c:\resetlog.txt " and updating driver for the modem ..no luck. I might add that I have cable here at home, and can't get it to connect to it either- or my other computers...Also tried Start Run SFC /SCANNOW / then rebooted...Anybody have any ideas on this ??
