Ouch, sound like this little virus got away from you. I remember this happening a while back to a bunch of client computers I was working with at work. I believe it was the SASSER worm, if I remember correctly. I found a little bit of info on it that might help you. Although if you can't even boot to Windows now, this may be useless. But just in case,

If you really can't do any of the above, and you just need to reformat, reformatting a laptop is no different from reformatting a regular pc. If windows came pre-installed, you should have a restore CD, that will let you reinstall windows. The formatting is part of the install process. If you don't have a restore CD, but have an original Windows disk and CD key, then you can just boot up to the CD, and install from there, and it will ask you if you want to format in the process.
You might want to try and get any data off that you want before you format though, cause it will be gone. I think in your case, if you can't boot to safe mode, the best thing to do would be to use a boot CD program like BartPE or Knoppix or something like that, both of which are free. They are just simple operating systems that boot directly to the CD, and allow you to browse your hard drive files, and take stuff off that you might need. You can arrange them to have CD/DVD burning software, or USB flash drive drivers, whatever you want.
