Files stuck in read-only

Im sorry if this question was already asked alot here but I couldn't find anything. So here goes.

All of my files are stuck in read-only. I try to turn it off by going to properties and deselecting it but it always switches back.
I am logged in as administrator, I tried putting folder view on details and adding Attributes detail but it doesn't say read-only on all files, just ones that were originaly read-only. I also tried removing the read-only attribute from ms-dos, but that didn't work either.
I don't know when this happened but I noticed it today.
Does anyone here know a way to fix this problem?

To correct myself. It is not my files that are all read-only, but my folders. I can change files attributes as I want, but the folders are stuck in read-only.

I'm running XP home. You didn't mention WHAT you are running - but nevermind!
My folders are all Read-Only. Yet I have no problem copying to/from them. Just what is this stopping you from doing????

Sorry, forgot to mention the OS. I'm running XP professional.
I am running a webserver on my computer and I can't work with perl scripts since every folder is read-only.
