XP stopping at "Windows is starting..." screen

My girlfriend's computer recently shut down and refuses to start back up, stopping at the "Windows is starting..." screen for as long as you'll let it. Safe mode, last known good configuration, and every other alternate startup mode yields the same result. Any ideas?
