Missing All Programs button in XP

My friends' pc is using XP, when she logged on to account, the All Programs button is missing, when you try to create a new account, the new account has the All Programs button, but when you logon to her account then switch users without logging off, the new accounts All Programs button also disappear do you think it is a virus or something.

Note. Switching to classic view lets you view the prgrams again. Also her account is an administrator but the taskbar can't be access. You can only access the taskbar by using a limited account.Also the search button is gone.

Can someone help!!!! Any suggestion is appreciated!!

Have you tried system restore?

I tried it still nothing, system restore said nothing was changed during the previous days, then i tried the regedit nothing to change it's intact....even when you create a new account the "All programs button" disappears once you logoff and logon again....................somehow i suspect that it might be a virus and not a common problem anymore!!!!!!!!!!!!!!!!!

Drastic help needed somehow

If it is a virus, use a virus scan like AVG (Recommended)

Question

Try installing and running System Tweaker from Uniblue. Highlight windows at top of window and and then select Start Menu on left of window . In others box un-check Remove all programs. Close window and save alterations when asked and then re-boot. As simple as that! Magically all programs will re-appear in start up menu. If it doesn't get a refund.
