Looks like your rig is just too old but depends on what you want from it. At the very least you need a new motherboard as any processor upgrade will still give you little extra speed. If I was you I'd look at how much you can afford and get an up to date budget system which will definately be twice as fast as what you have now. Nobody can tell you what is right unless you tell us what you will want or expect from your system.
