Sounds more like spyware or malware to me. A virus usually don't give you pop ups, and although Norton may have detected it, I doubt if it would actually remove it (Norton doesn't rank high in anti-spyware removal performance). Try a good anti-spyware program like spyware doctor, webroot spy sweeper, etc.
