How to make active window run in background on XP

I am looking for a way to setup XP so that the active window does not have to be raised to the top level. If I have two screens open, I would like to keep my main active window full size in background. On the top level, I would have the other screen visible to read or extract data from etc. The default way windows works always pushes the active window to the to level. This forces you to toggle between the two screens or minimize both to fit on the screen at same time.
