Problems with cab files not installing

I am trying to install a cab file with windows xp but instead of installing the cab file opens as a new window with unallocated files. It does not Have the option of opening with windows explorer like most .cab files do. I upgraded the ram from 256 to 512 made sure they were a matching set.
I have worked on this problem for a few days and still have not found any solution if anyone has come across this problem let me know.
