First your keyboard problem. It's probably set to the wrong country. Go into:
1. Control Panel (classic view)->Regional & Language Options.
2. Click the 'Languages' tab
3. Click the 'Details' button
4. Make sure language is 'English-United Kingdom', and that Keyboard is set to 'United Kingdom'.
5. Click 'OK'.

You probably have no sound because the sound-driver (a small bit of software) is not installed. This is supplied by Packard Bell from their support website.
I've entered the system serial number you posted above (024519720356), so this should be the correct download page for your model:
http://support.packardbell.com/uk/it...9720356&g=2000

On that page, hover your mouse-pointer over the "Driver" tab and click the first sub-item "Sound".
Download and install that driver (SigmaTel C-Major (STAC97N) for SiS audio driver).

Check under device manager if all the sound devices are listed properly.
start-> right click on my conputer-> click on properties-> hardware-> device manager-> sound & audio devices. check if there are any red X or yellow question marks listed. If yes then go ahead & install the sound drivers. check in system bios if system sound if off or on under intergrated devices. if it is off then highlight on & press enter.
