problem when accessing network settings

one of our xp machines have problem, after booting up, i cant access network connections under control panel, double-click on it, no result, but after 2 to 3 minutes, the network connection dialog box appears, some kind of a delay.

I close network connection dialog box then double-click on the network connections icon again and it appears instantaneously.

what could be the problem?

does the NAV 2003 run with realtime protecion activated? try closing it and try again accessing the LAN connection.
does the delay appear at any point in time, or just after boot?

at that particular xp machine, NAV is not running, the delay only appears after a boot
