Administrator pw confusion

This question has probably been posted a million times, so I apologize if you have to answer it frequently.
Scenario:
1. Two users have administrator rights (the default in XP, right?). We'll call them User X and User Y.
2. User X turns user Y to limited.
3. User X changes pw at the same time.
4. User X forgets pw.
5. Thus the only available login is User Y, and it is a limited one.
Need:
1. Way to change the rights level on User Y to administrator.
2. Way to recover the pw fo User X.
3. Way to create new user with administrator rights.
4. Way to wipe the hard disk from User Y and reinstall Windows.

I've tried a few things, such as adding a new administrator from command line, but access is denied. I also tried to install Windows XP again over the current Windows XP, but again, need to be administrator. Finally, I tried to format C:, but it wouldn't let me even do that!
I'd appreciate any help on this matter greatly, since it has been a big pain.

Can't answer your on your main q, but to reformat, boot to your XP cd and do it from there. It should work.

If you want to resort to a format, Then use a bot disk to format, Then it will let you.

all you ahve to do is set you first boot device to cd te
hen put the xp disc in the cd drive restart the computer then when you are asked to press any key to continue do that and follow the instructions to do a format and clean new install

AAHHHHH!!!!! Don't forget the "hidden" Administrator account in XP. Boot to safe mode (press F8 after POST screen) and log in with the never before seen Administrator account. then go to the control panel, click user accounts, and you can delete or change all aspects of any account from here.
