I get this message when I click on 'Internet Options' on 'Internet Explorer'. I have 'Windows XP Home Edition'. I am still able to access this via the control panel.

I've been trying for days to sort this problem out. Can anybody put me out of my misery?

Here are two pages showing how to create restrictions. I assume that you can use this as a guide to remove them (I haven't tried this). This requires going into the registry, so make sure to create a restore point in System Restore before you start changing anything.
