Reformatted reloaded and desktop is blank

I have a dell computer that I have reformatted the HD and reloaded windows xp sp2. When the computer boots up the desktop picture shows but I have no icons, startbar, NOTHING. Is there a way of loading into doss to check what the problem could be?. PLEASE HELP IF POSSIBLE. Thank you

When the drive first starts to load, hit F8 and select safe mode. What happens now?

system started in safe mode. I have tried to copy explorer.exe off of my PC and put it in the windows directory and then run it but it did no good either. I am truly stummped over this. I reinstalled the OS again and keep getting the same thing. I ran chkdsk and it shows no bad sectors on the hard drive either. I am wondering if I have a bad copy of xp pro?

It's possible you have a duff copy of XP, you could try and install another OS if you have one available?

If it worked in safe mode, I suggest your system config may be the cause. What do you have connected to it?

Yeah, what's connected to the PC when you do the reinstallation? Also what is connected to it now? That could be a major cause.
