Administrator not activated

I have Windows XP with SP3, a broadband connection.
I am trying to download Flash Player, but it won't let me since an administrator has to do it. I am, but how can I get it into my file and who should I contact, Microsoft?

Your problem indicates that your user account is a "Limited" one.
Start Windows in safe mode and log on with the "Administrator" account.
Go to Control Panel->User Accounts and elevate your user account to "Computer Administrator".

Now restart Windows normally.

Alternatively, you could try a right click "run as", and enter admin credentials.
