Operating system working slow

Operating System : Windows XP sp2
Processor : AMD
mother board : ASUS
RAM : 1+1 GB DDR2
Problem: Operating system is observed slow during file coping from external drives (Flash/Usb drives) it is taking 20-30 min for coping data files.
my sys PF usage is 352 MB Constant.

Please help me out in solving this problem

i want to know about System Pf usage and CPU usage
