Reinstall Windows

how do i reinstall windows. i tried with the disk''operating system disk'' but it does not work.

is there another way i can do it through my laptop.



i am on my computer but my laptop does not want to connect to my 2wire??


and i have been getting the blue screen.
i dont know how to fix it??
