In Explorer, tools -> folder options -> view tab -> (at the bottom) uncheck Use simple file sharing and click ok.
Click on the shortcut or program icon you to which want to deny access. Click on the security tab.
Highlight the account which you want to deny access and use the option list below to deny access.
Log into the account and see if access has been denied.
