I have had this issue where I cannot get videos to play the sound tracks online. I can download them and they play fine. When I try to access Tool>Internet Options> I get an error message - operation has been cancelled due to restrictions in effect on this computer.

I am the only user, I am the admin. It is a Dell Latitude D520, running Windows XP Pro and IE7 with all updates and patches. In reading past posts there were suggestions for modifying the registry, but I cannot find the key that (maybe) should be there.

I have downloaded and run xp_internet_options.vbs several times to no avail.

I have scanned with Symantec and with SpyBot.

Withing SpyBot I have un-checked the box for Tools>IETweaks>Lock IE Control Panel (it was never checked, actually)
