Outlook Express Removing Attachments

Outlook Express 6.0
Since getting my new comp, my OE is removing attachments, giving me the following message "OE removed access to the following unsafe attachments in your mail.."
It is removing attachments I know to be safe, such as Word/Excel docs & emails I have sent to myself from work. It's also removing attachments from friends, taking away a bit of fun for me.
I do have the Norton Antivirus 9.05 that came with this new comp. My email scanning is on. This wasn't occurring on the old PC, which is also OE 6 and also has Norton.
Any ideas why this is happening on new PC and how I can make it stop?

To uncheck the security option in OE:

1. Open OE 6.0.
2. Click Tools, point to Options, and then click the Security tab.
3. Uncheck "Do not allow attachments to be saved or opened that could potentially be a virus."
4. Click OK.
