Unhappy Microsoft .NET Frameworks 3.0/3.5 Requirements not met?

Okay, as the title says I need to download Microsoft .NET Frameworks 3.0
but it says the "Requirements are not met"?
I'm not sure what this means, i'm pretty sure my comp is up to date enough. I need this programme so I can follow up my download of Sony Vegas 8.0 I need this to edit my videos from a game. [Haha, I know, all this for a game?] Yeah I've tried googling this and everything. I don't understand what's going on
I'm not exactly a fan of asking questions, maybe because i'm Azn?
Or not. However, I desperately need help.

This is the error log i get after the download fails:

^^^^ That last paragraph is in the Display tab. I used "Run --> DxDiag"
To get this information. I'm only 14 years old so please be a little in-depth with your answer as I probably won't understand. I'm sorry if i'm taking some of your time. Thanks in advance.

Hi Sam, first create a system restore point. Then what you need to do is go to windowsupdate.microsoft.com
then you will see and express and custom scan, choose custom and let the updates run.
