user configuration

Im using win xp since a few months and I thought it would be great to have user accounts on it.. So I was setting them up, but I discovered that you have to configurate everything again, and it takes a lot of space too...

So I was looking for the function to config the user accounts and fill in my prefs about what every user has to have for its self (like and own start menu / favorites / explorer settings, etc..) But I couldn't find this function...

Can someone plz tell me where it is???
