re-enabling task manager

I purchased a demo laptop. Using Ctrl+Alt+Del prompts that Task Manager has been disabled by Administrator. I am logged in with admin account but I cannot find where to go to enable Task Manager again. What is the secret ?

Delete the line

"DisableTaskMgr"=dword:00000000

I do not see anything in reg file referring to task manager.
I do see dontdisplaylastusername 00000000(0)
shutdownwithoutlogon 00000001(1)
and undockwithoutlogon 00000001(1)
